Survey, trial and implementation of LAGs changes at Heathrow Airport

The challenge

EU aviation security legislation has changed. Since the end of January 2014, airports have been required to screen liquids, aerosols and gels (LAGs) with liquid explosive detection systems (LEDS) in passenger and staff search areas. The changes are being introduced on a phased basis. The first phase of implementation, in January 2014, requires screening of LAGs carried in Secure Tamper Evident Bags (STEBs), medicines, and items containing special dietary requirements, including baby food. Subsequent phases are expected to require the screening of clear liquids in clear containers, and finally all LAGs.

o&i consulting has been helping a number of airports to prepare for these changes, ensuring they have the appropriate equipment and processes in place to handle demand effectively.

Our role

o&i consulting has been working for 18 months with Heathrow Airport looking at the expected impact of the new LAGs legislation change, trialling new equipment and processes, and implementing new processes.

At Heathrow, we helped the operator to determine the volumes of LAGs carried through the airport, and therefore the size of the challenge created by the new legislation. During two months of trials, we assessed much of the available LEDs equipment and determined the most appropriate equipment and equipment combinations for the operators’ purposes. Most recently our role has been to support the operator with its implementation and post implementation activities.

  • Set up and managed LAGs demand survey over a number of terminals
  • Designed and managed a series of trials of different LEDs equipment types and assessed performance, suitability, and equipment combinations for the client airport
  • Identified optimum equipment and future process for screening LAGs
  • Provided independent advice during the equipment tender evaluation process
  • Performed process design, integrating elected equipment and associated procedures
  • Design and implementation of new processes to accommodate new equipment
